Villefranche-sur-Mer – Luxury Residential Development
Luxury residential development – Step Zero strategic assessment
Summary copy
Objective: to structure a high-value residential development on a complex sea-facing site in Villefranche-sur-Mer, giving investors a clear basis for decision-making before major capital commitments.
Method: planning analysis, architectural capacity study, programme definition, risk mapping, development phasing and investment modelling through Daimon Design’s Step Zero approach.
Strategic value: the dossier translates architectural potential into an operational framework for investor discussions, project structuring and early negotiations with public authorities, social housing operators and other key stakeholders.
From site potential to development strategy
Located in Villefranche-sur-Mer, on one of the most valuable residential markets of the French Riviera, the project explores the development potential of a complex sea-facing site through a mixed residential programme combining social housing and luxury free-market units.
Daimon Design structured the operation at an early stage through its Step Zero pre-investment audit: a multidisciplinary framework connecting architectural potential with planning constraints, technical feasibility, development risks and real-estate economics.
The study establishes an indicative development capacity of approximately 3,885 m² of floor area, organised around a continuous residential base and two upper volumes, with premium apartments positioned to maximise sea views. The scheme also integrates underground parking and a balanced mix between social and free-market housing.
Architecture, planning and investment in one decision framework
The value of Step Zero lies in analysing the project as an operation rather than as an isolated architectural object. Planning rules, site constraints, programme, circulation, parking, construction logic and architectural quality are considered together with development assumptions.
This integrated approach to residential architecture allows design decisions to be assessed not only spatially, but also in relation to risk, timing, capital exposure and potential value creation.
For Villefranche-sur-Mer, the dossier develops an indicative investment and cash-flow model including project phasing, capital exposure, break-even assumptions and VEFA-based scenarios. The objective is to give investors a practical framework for understanding how the operation may evolve over time and where the critical decisions occur before acquisition, permitting and construction.
A basis for investor and stakeholder negotiations
The study identifies the questions that need to be addressed before the project progresses: regulatory interpretations, social housing strategy, technical constraints and coordination with the relevant institutional stakeholders.
Rather than presenting preliminary assumptions as established facts, the methodology distinguishes between what is confirmed, what can reasonably support the development strategy and what still requires formal validation. This creates a clearer basis for negotiations with public authorities, social housing operators and other parties involved in the development process.
A multidisciplinary approach to real-estate development
The project illustrates Daimon Design’s approach to complex property transformation: connecting architecture, engineering, planning, construction, risk and real-estate value within a single strategic framework.
For international owners and investors, working with an English-speaking architect in Villefranche-sur-Mer also provides a direct bridge between investment objectives and the French planning, design and construction process.

Before investing, some places deserve to be understood.
